Right to Education of Children in Rural Area of India in Post COVID 19 needs Academic Aid Clinics

World has seen the catastrophe of COVID 19. Entire world is slowly coming out of the huge monstrous pandemic, which has long time impact on every country and its people. COVID 19 has tremendous impact on the children and their education specially in developing countries, where there is no reach of technology in remote places, villages and small towns. COVID 19 has considerable adverse impact on the school children of African continent, Asian continent and developing economies. Countries including industrialized and European countries having infrastructure at place including Information and Communication Technology could sustain in every sector including education sector. However countries like South Africa, India, Nepal, Bhutan, Sri Lanka, Bangladesh etc. where in remote places technological infrastructure not yet reached have to devise alternative and remedial ways. Pandemic has tremendous impact on the education of school going children in developing economies. In India, during COVID 19, remote villages and small towns due to non access to internet and non availability of smartphones, it was difficult for the rural community and school going children to connect in the process of online education. This has brought them behind urban strata students who could sustain due to availability of online education. In urban cities children could connect with internet and online classes due to affordability and availability. In this process, there was also substantial realization of digital divide and non reach of online education to rural children in Digital India. In making provision for rural children to bring them in main stream of national development, developing economies including India need to devise the remedial right to education. Center and State Governments need to bring interim plan and addendum policy to place the academic camps, academic aid clinics for rural sector students, camps and programs for extra remedial classes, academic program schedules for the rural sector students etc. Rural sector students are required to provide more support mechanism at all level including remedial class room experience, counselling, mentoring, emotional well being and more care and protection in academic and their overall development process. If this will be outlined by the interim policy and plan by the government on priority basis then only large segment of developing economy like India and its school going children education will come at par with the urban strata. Else rural students will be lagging behind in the development process. This will have adverse impact on the entire country and quality education agenda of Indian government. Now right to education have to be mapped with right to equality.
